According to people familiar with the matter, first reported by Inner Loop, officials plan to expand the framework to cover open models, meaning AI systems whose underlying code is shared freely with anyone, not just those locked behind a company paywall.

Right now, the rules apply only to so-called closed models, AI tools whose inner workings are kept private, built by companies like Anthropic and OpenAI. Those models must be tested for safety by the federal government before they go public. The administration has not published the framework and has no plans to do so.

What does "open" versus "closed" AI actually mean?

A closed model is like a finished appliance: you can use it, but you cannot see or change how it was built. An open model is more like a published recipe: anyone can download the full design, run it on their own computers, and modify it. Meta's Llama series is the most widely known example.
