Asimov Wrote the Rulebook for Robots. Can His Ideas Fix AI?
Governments are starting to regulate artificial intelligence, but critics say the rules don't go nearly far enough. A new proposal dusts off a sci-fi legend's famous laws to ask what AI should actually want.

Isaac Asimov had a simple idea. Robots should not hurt people. They should follow human orders. They should protect themselves, but only if doing so didn't break either of the first two rules. He wrote those three laws into his fiction in the 1940s, and they became the closest thing technology ever had to a moral code for machines.
Now, with AI systems genuinely capable of planning, reasoning, and acting in the world, people are asking whether Asimov's logic could form the basis of something real.
What is Elon Musk worried about?
Musk sketched two possible futures. In the first, armies of AI-powered robots dominate the physical world and simply stop taking instructions from humans. In the second, governments agree to bake a set of values into AI at a fundamental level, specifically a love of truth and a desire for humanity to do well.
That second vision sounds appealing. The problem is that nobody has worked out how to actually do it.
"Imbuing" a system with values, meaning building those values so deeply into an AI that they cannot be switched off or worked around, is one of the hardest unsolved problems in the field. Researchers sometimes call it the alignment problem: how do you make sure a very capable AI is pulling in the same direction as the people it affects?
What are governments actually doing?
Not enough, according to the analysis published by The Guardian.
The European Union passed its AI Act in 2024 and the rules began taking effect in 2025. The Act bans the most obviously dangerous uses of AI and forces companies to label high-risk systems. It is the most detailed legal framework anywhere in the world. But it does not require any AI to hold positive values. It mainly tells companies what they cannot do.
In the United States, the Trump administration has taken a different approach. It is slowing down and restricting the distribution of the most powerful "frontier" AI models, the cutting-edge systems built by companies like OpenAI and Anthropic that sit at the very top of what current technology can do. Again, the focus is on limiting harm rather than actively building in good intentions.
Does Asimov actually have the answer?
Probably not on its own. His laws were elegant fiction, and fiction is allowed to ignore inconvenient complications. Real AI systems are not single robots with a clear chain of command. They are vast, distributed, and owned by competing companies in different countries.
But the spirit of Asimov's thinking still matters. He asked a question that engineers and politicians are only beginning to take seriously: what should a machine want?
Right now, most AI systems want whatever their training nudged them to want, usually to predict the next word, win a game, or maximise a score. Wanting humanity to prosper is a much bigger ask.
Getting the rules right before the machines get much more powerful is the work that needs doing now.
