That pole belongs to Flock Safety, a company selling automated license plate readers, cameras that photograph every passing vehicle, read the plate, and check it against police watchlists in seconds. Hundreds of law enforcement agencies pay for the service. The Guardian first reported the privacy criticism years ago; the company's cameras have since been linked to the identification of undocumented immigrants.
Now there's a second complaint. Roadside safety advocates say some poles sit in spots drivers don't expect, and that the cameras may not meet the standards governing objects placed close to moving traffic.
What is the actual safety concern?
Engineers call it a "clear zone": the strip of space beside a road kept free of hard obstacles so a driver who drifts off the tarmac can recover without hitting something solid. Federal highway guidelines recommend a clear zone of up to 30 feet on higher-speed roads.
A camera pole inside that zone becomes a crash hazard. If a driver drifts slightly, that pole is what they'd hit.
Part of the problem is regulatory. Highway safety standards exist for signs, utility poles, guardrails, and traffic signals. Automated license plate readers, a newer technology, have arrived without equivalent rules.
Who is paying for all this?
Local governments and police departments buy access to Flock Safety's network through annual subscription contracts. The bill lands with taxpayers. In many cases, residents weren't consulted before the cameras went up.
Flock Safety argues its cameras help solve crimes and recover stolen vehicles. That may be true. But whether the hardware works is a separate question from whether it's safely sited.
What should drivers and local residents do?
Ask your local council or police department two things: where are the cameras, and did a qualified engineer review those locations against highway safety guidelines? Most contracts are public records, so you're entitled to the answer.
