US military factories get $90 million to bring in robots and AI

The ARM (Advanced Robotics for Manufacturing) Institute, a Pittsburgh-based consortium that links companies, universities and government agencies around factory automation, has been awarded nearly $90 million to modernise military manufacturing. The funding comes from the US Department of War through a programme called the Organic Industrial Base Modernisation Challenge.
What is the Organic Industrial Base?
The Organic Industrial Base, or OIB, is the network of government-owned arsenals, ammunition plants and maintenance depots that build and repair the US military's equipment. These are not private factories. They belong to the federal government and support every branch of the armed forces.
Many of these facilities rely on ageing processes. The Department of War wants to change that by bringing in robotics and physical AI, meaning AI systems that interact with the physical world by controlling machines and robots, rather than just processing data on a screen.
What will the money actually pay for?
Fifteen ARM Institute members will run 10 projects across 12 OIB sites over the next two years. The selected work covers four broad areas:

"Innovation cannot exist in a vacuum," said Lisa Masciantonio, chief workforce officer at the ARM Institute. "A skilled workforce is needed to support these technologies."

For the people who work at arsenals and depots, this funding signals change coming within two years. New robots and AI tools will arrive. But the official plan includes upskilling, meaning paid training in new skills, alongside any new machinery.
That does not guarantee every job stays the same. It does mean the institute is on record committing to workforce readiness as a condition of the funding, which gives workers and unions something concrete to hold them to.
The ARM Institute has more than 500 member organisations. CEO Jorgen Pedersen called the award a recognition of the consortium's role in modernising manufacturing and described the effort as "historic."
